US senators are meeting during the weekend for the initial time since the federal closure began more than a month ago, but expectations for a bipartisan agreement on how to resolve the impasse appeared to recede as Republican senators floated a plan toxic to Democrats: scrapping the Affordable Care Act, known as Obamacare.
Deepening Impact of Government Shutdown
The effect on US citizens from the lengthiest closure of the US government in history worsened on Saturday, as government employees went unpaid, airlines were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.
Trump's Proposal from Golf Course
As weekend meeting got under way, Republican senators welcomed a suggestion made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be substituted by HSA-style accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
Republican Endorsement
Multiple Republican senators welcomed the plan, which is similar to a replacement for Obamacare put forward in 2017.
"We will replace this broken system with something that is truly better for the patient," one senator said.
Another senator praised Trump's suggestion on social media, and displayed a large print of Trump's post as he spoke on the Senate floor.
"I'm writing the bill right now," a third senator posted in reply to Trump's suggestion. "We need to stop public funds from going to carriers and instead give it straight to Americans in health savings accounts and let them buy the medical coverage they want."
Opposition Reaction
Democratic senators shared alarmed reactions to Trump's plan.
"In other words, Donald Trump's 'proposal' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator commented. "It's the same unsuccessful Republican plan that's been defeated by the public and Congress."
Another senator responded to the censure of carriers by posting: "Oh, Trump and the Republicans dislike how the big, bad insurance companies are ripping-off Americans. Really? Then I applaud your support for Medicare for All."
Ongoing Talks
The Senate went into recess without reaching a resolution, but Senate Republican leaders have signaled an willingness to an emerging plan from a handful of moderate Democrats to end the shutdown in return for a later vote on the ACA subsidies.
One Democratic senator, who is spearheading the talks among moderates, said that Democrats "need another path forward" after Republicans turned down an offer to reopen the government and continue the subsidies for a year.
Another senior Democratic senator continued in maintaining that Republicans should accept a 12-month continuation of the payments before discussing the future of the subsidies.
"Doing nothing is irresponsible because people will go bankrupt, people will become uninsured, people will get sicker," the senator stated in a Senate address. "That is what will happen if this Congress does nothing."
Political Dynamics
Not one of the Republican senators seemed to address the fact that patients would still need to buy plans from the same carriers, or that Republican legislators need the backing of eight Democrats to reopen the government, and the idea of repealing and substituting Obamacare with HSAs is unlikely to earn a single Democratic vote.
Several observers suggested that the essence of such a plan would eliminate the ACA's requirement that carriers cover individuals with existing health issues.
After his golf outing, Trump went back to his private club and reiterated on his insistence that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a iteration of the proposal that failed to garner enough backing in 2017.
